House Foreign Affairs Committee Chairman Ed Royce wrote to U.S. Secretary of State Rex Tillerson last week on the Democratic Republic of Congo. In his letter, he commends U.S. Ambassador to the United Nations Nikki Haley for her “outspoken criticism of President [Joseph] Kabila’s failure to honor the constitution” and urges Tillerson to work with the Treasury Department to “target the finances of additional Congolese officials who are standing in the way of the elections that are mandated by Congo’s constitution.” View the letter here.
Such targeting could include anti-money laundering measures and targeted sanctions. For more on these financial tools, see “Targeted Sanctions and Beyond” by Enough’s Brad Brooks-Rubin, Holly Dranginis, and Sasha Lezhnev.
