On October 6, the European Union Delegation to South Sudan and the Troika (Norway, the United Kingdom, and the United States) issued statements on President Salva Kiir's very concerning announcement that he plans to create 28 states out of the existing 10. The EU and the Troika both point out that this certainly goes against the peace agreement. They urge President Kiir and the Government of South Sudan to wait until this issue can be addressed by the to-be-formed Transitional Government of National Unity during the permanent constitution-making process.
The statements also strongly condemn the resumption of hostilities in Unity State and call for a prompt implementation of the mandated security arrangements.
