Position: Deputy Director for Policy and Analysis

Reports to: Director for Policy and Analysis
We are seeking to fill the full-time, Washington, DC-based position of Deputy Director for Policy and Analysis (AML and Sanctions).
Essential Responsibilities and Tasks
- Serve as a senior subject matter expert on the strategic use of targeted financial sanctions in a “network” approach and anti-money laundering measures such as FinCEN advisories and USA PATRIOT Act special measures in the United States and analogous tools in other jurisdictions to alter the incentive structure of those benefitting financially and politically from conflict and mass atrocities in the DRC, CAR, South Sudan, and Sudan.
- Maintain extensive understanding of how policy, regulatory, and private sector stakeholders are critical for the successful use of these financial tools of pressure, and be able to contribute to public discourse on these issues with expert-level authority.
- Advise on U.S. or European governmental tools at an expert level and have a sufficient understanding of multilateral and regional tools and initiatives.
- Assist in authoring written products related to the use of these financial tools of pressure, strengthening engagement and organization outreach to key public and private sector interlocutors in the United States, Europe, and Africa, and other regions as necessary, supporting the development of strategic approaches to the use of these tools for each country,
- Manage relevant Sentry consultants and contractors.
- Assist with other duties as assigned in order to systematically integrate the use of these tools into the policy and investigative work of The Sentry and The Enough Project.
Required Education, Experience, Knowledge, Skills and Ability
- Hold an academic degree in a relevant field (including but not limited to public policy, political science, finance, international relations, or economics)
- Hold at least 2-3 years of relevant experience working specifically on financial sanctions and/or anti-money laundering issues at a U.S. government agency, financial institution, law firm, or in a compliance role on these issues for a major corporation, and an ability to demonstrate subject matter expertise on these topics.
- Possess excellent oral communication skills in presenting information on the use of financial sanctions and/or anti-money laundering measures. Examples of this include experience clearly and concisely conveying information to policymakers or senior leadership of a financial institution.
- Possess excellent written communication skills. Examples of this include experience in having authored memos intended to support policy or decision-making processes, including briefs for U.S. government or private sector leadership on financial sanctions or anti-money laundering investigations or policy issues.
- Possess an understanding of rogue regimes, political systems and relevant policy and civil society institutions across Africa – with a particular focus on East and Central Africa.
- Possess an understanding of the Financial Action Task Force (FATF), regional FATF-style bodies, and similar private sector initiatives focused on the financial sector.
- Hold the ability to handle a fast-paced environment effectively and meet established deadline requirements that may stretch across multiple international time zones.
- Demonstrate strong analytical thinking and critical reasoning skills
- Previous experience in financial investigations preferred but not required.
- Ability to forge strong relationships with colleagues from diverse backgrounds.
- Ability to work independently and yet still be team-oriented.
- Proactive, self-motivated, detailed oriented and well-organized.
- Demonstrate proactive leadership skills.
- Fluency in French and/or Arabic preferred but not required.
