Would a UN Arms Embargo Work in South Sudan?

A recent article published by the Small Arms Survey’s Human Security Baseline Assessment looks at a number of factors that the author, Luuk van de Vondervoort, argues would enable an effective arms embargo in South Sudan. 
 
First, Vondervoort says the country’s landlocked status would limit the ability to export arms into the country. In essence, it would make it easier to monitor arms shipments into South Sudan. Secondly, he argues that members of the Security Council that previously opposed an arms embargo may have shifted their opposition lately. Thirdly, at the regional level, neighboring countries now seem amenable to supporting an embargo. Lastly, the piece notes that South Sudan’s economic vulnerabilities, may provide an ample ground to exert leverage on an arms embargo.
